New Integrated Information System for the Cyprus RTD
The Cyprus Ministry of Transport, Communications and Works’ Road Transport Department (RTD) was established in 1975. The Department’s main responsibilities include all activities relating to vehicles, their registration, their inspection and the issuance and renewal of driving licenses and associated fees. RTD continuously studies the problems in public transport and aims at improving the services offered to the public.
In May 2022, TECHLINK was awarded the contract under public tender procurement with the objective of completely digitalising the services of the RTD, increase the interconnectivity with other departments and other interested parties/partners to facilitate and improve the quality of service to the public and increase of adaptability to new needs (ΤΥΠ2021/017/A/A).

Challenge
RTD’s existing infrastructure was using some end-of-life technologies, which posed many limitations to processes and integrations and negatively impacted the experience of the RTD employees, as well as the public end-users of the system. The challenge for TECHLINK was not only analysing the numerous complex processes, but also creating new digital and automated processes to replace the current manual counterparts.
Result
To achieve the aforementioned strategic objectives of the project, TECHLINK completely re-envisioned the whole system, in terms of both software and hardware. The design methodology revolved around maximizing the quality of experience of all stakeholders, both functionally and aesthetically. Thus, the implementation includes progressive approaches such as Micro-services and containerization for virtually limitless scalability and optimum effectiveness and isolation, while the technology stack included C#, .NET 6, gRPC RESTful APIs, and Angular. TECHLINK’s software development lifecycle typically follows the Agile methodology.
The resulting new system will provide optimized digitization and automation of processes, integration with external systems (local and EU-wide), high availability of services, scalability, and security.
